Saving writes the file in place in Chrome and Edge, which let the page write it, and downloads it elsewhere. A folder of your device opens read-only: saving one of its files asks for permission to write it. The workspace keeps folders and files in this browser (any recent one): import a copy of a folder or drop files on it, and download it as a zip. Open files are kept in this browser until you close them.
